Anti-Piracy Reward Scheme

The Reward Scheme is financed by the seven members of the Copyright Industry including Business Software Alliance (BSA), Entertainment Software Association (ESA), Hong Kong Optical Disc Manufacturers Association, International Federation of the Phonographic Industry (Hong Kong Group) Limited (IFPI), Motion Picture Association (MPA), Motion Picture Industry Association (MPIA) and Sony Computer Entertainment Inc., and fully administered by the Hong Kong Customs.

Reward money may be payable to a person providing information leading to the seizure of infringing optical discs at storage places and distribution centres, points of import and export, the successful raid of optical disc manufacturing plant, optical disc replication facilities, seizure of infringing stamper and the arrest of any person including operators/owners of Internet Website(s) and person bootlegging a film or concert performance, under the Copyright Ordinance, Chapter 528 and/or the Prevention of Copyright Piracy Ordinance, Chapter 544 in any one operation. Under different conditions and depending on the nature of crimes, seizure type and quantity, arrest and conviction, the scale of reward money varies. The related ranges are tabled below for reference:

1. Infringing Optical Discs at Storage Places and Distribution Centres HK$2,000 - HK$35,000
2. Infringing Optical Discs at Points of Import and Export HK$1,000 - HK$45,000
3. Optical Disc Manufacturing Plant, Stamper Mastering and/or Production Facility involving in the manufacturing of infringing optical discs or stampers HK$20,000 - HK$40,000
4. Infringing Stamper(s) HK$20,000 - HK$30,000
5. Optical Disc Replication Facilities for making of infringing discs HK$5,000 - HK$40,000
6. Operators/Owners of Internet Website(s) who commits specified offence(s) due to copyright infringement HK$10,000 - HK$80,000
7. Bootlegging HK$20,000
* Additional reward may further be given for seizure of packaging/printed materials which meet certain conditions in the operation.

Members of the public who wish to provide information and join the above scheme must be registered through the Customs 24-hour hotline 2545 6182. They should comply with the terms and conditions specified by the Department. All information given will be kept strictly confidential.
